This toddler girl romper, by Cat & Jack, is new, Light Denim in colour, has elasticized waistband and arms, and is 100% Cotton.  The Company states that this size fits 39-43" height and 32.5-37 lb., and I measured the waist (without stretching) to be 22", and the length from the shoulder down to be approx. 21.5".  Thanks for looking.
